PRESENT: Trustees Dell Hood, Aileen Edgington, Carol Sicuro; Treasurer, Sharon Drobeck; Library Director, Carolyn Manning; Friends, Dennis Lee; Foundation, Carroll Wilson
1. Call to Order – The meeting was called to order by President Hood at 1:04 PM
2. Public Comment – None
3. Approval of Minutes: August meeting – August minutes were accepted by unanimous consent.
4. Special Reports
a. Friends of Library – President Dennis Lee announced the addition of a new member on the Friends board. Also, he reminded the Trustees of the annual book sale October 18-19.
b. Library Foundation –Carroll Wilson reported the Estate Planning mailout targeting ages 65 and over had gone out. The Foundation will participate in the Wings Over Wimberley, promoting the library and fundraising opportunities.
c. Treasurer – (filed) Treasurer Drobeck presented the August financial report. The Statement of Financial Position, as well as detailed Statements of Activities, compared the expenditures to the budgeted income and expense projections for the month and year-to-date through August. On a year-to-date basis, net income compared to budgeted net income is quite favorable due to the increase in sales tax revenues (12.1%) higher than the budgeted. Additionally, donations and actual expenses were less than the estimated budget for August.
5. Staff and Board Reports
a. Board
i. Correspondence – None
b. Library Director – (filed) Director Manning provided an extensive and creative list of adult and youth programs for August as well as proposed activities for September. Manning also reported proposed collaboration opportunities with the Foundation and Wimberley group, library comparison data from the State Library, and staff bonding events, quarterly evaluation updates and job cross-training.
6. Discussion & Action items (Any discussion item may be subject to Board action)
a. Elections procedures since no other candidates filed– Elections Officer, Sicuro presented the Declaration of Unopposed Election to the Board in accordance with §2.053 of the Texas Election Code and made the following motion.
Moved that unopposed candidates Dell Hood, Patrick Cox and Aileen Edgington are declared elected to the Board of Trustees of the Wimberley Village Library District for a two-year term beginning on January 1, 2020 and ending on December 31, 2021.
The motion was seconded by Dell Hood and accepted by a vote of 3-0.

Then, President Hood ordered cancelation of the elections contract with the Hays County Elections Administrator. Elections Officer, Sicuro made the following motion.
Moved that the election to fill three vacancies on the Wimberley Village Library District Board of Trustees scheduled for November 5, 2019, is hereby cancelled.
Moved further, that the contract between the District and the Hays County Elections Administration is hereby cancelled. Moved further, that the Elections Officer is instructed to communicate this cancellation to the Hays County Elections Administrator.
The motion was seconded by Dell Hood and accepted by a vote of 3-0.
b. Appointment to fill out Bob Denton’s 2019 term – President Hood made a motion for Patrick Cox to fill Robert Denton’s remaining unexpired term.
Moved that Patrick Cox fill Robert Denton’s unexpired term ending December 31, 2019.
The motion was accepted by the Trustees with a vote of 3-0 in favor of Patrick Cox completing Robert Denton’s term.
c. Expansion: Funding (Certificate of Obligation); next steps – After some discussion regarding the Certificate of Obligation, President Hood directed Treasurer, Sharon Drobeck, to contact Allen Westerman from SamCo regarding questions raised by the Board. Treasurer Drobeck is to provide this information at the October Board meeting.
7. Announcements
a. October agenda items – Appoint 2020 budget committee; Preliminary staff reviews; Certification of Obligation report; Combined Boards meeting.
