PRESENT: Trustees; Dell Hood, Patrick Cox, Aileen Edgington, Carol Sicuro; Treasurer, Sharon Drobeck; Library Director, Carolyn Manning; FOWL, Dennis Lee; Foundation, Carroll Wilson
1. Call to Order: The meeting was called to order by President Hood at 1:00 p.m.
2. Public comment: None
3. Approval of October minutes: The October minutes were approved as submitted by unanimous consent.
4. Special reports
a. Friends of the Library (FOWL): Dennis Lee shared the results of the Annual Book Fair, recruitment of new youth members, and the Volunteer Mixer scheduled for December 10, 2019.
b. Library Foundation: Carroll Wilson shared the status of the fund bank after current donations, and presented plans related to Giving Tuesday as well as donor information packets.
c. Treasurer’s report: (filed) Treasurer Drobeck presented the monthly financial report. The Statement of Financial Position as of October 31, 2019, reflects checking/savings as well as current liabilities. Current liabilities consist of payroll, Friends of the Library, gifts-specific use, and specified library programs. Long term liabilities consist of the Johnson Land Loan. On a year-to-date basis, the net income continues to show a favorable increase compared to budgeted net income.
d. TexPool: Treasurer Drobeck reported TexPool requested a clarification of the Wimberley Library’s investment policy. President Hood prepared and submitted such clarification. TexPool accepted the District’s Investment Policy and the request to move funds to the to its higher earnings account. See attached document
5. Staff and Board Reports
a. Board
i. Correspondence: None
b. Library Director: (filed) Director Manning submitted the October report noting specific program results, equipment evaluation and purchase, and a new staff position starting in 2020.
6. Discussion/Action items
a. Draft 2020 budget: President Hood called for a Closed Meeting to discuss budget specifics.
The Board of Trustees will convene in Executive Session as authorized by Section 551.074 of the Texas Open Meetings Act to deliberate proposed employee compensation in the 2020 budget.

Treasurer Drobeck will present the final budget at the December 12, 2019 Board meeting.

b. Election Results: The Board welcomes Trustees Dell Hood, Aileen Edgington, and Patrick Cox for a two-year term (2020-2021) The elected members are to turn in their final campaign reports to Carolyn Manning or Carol Sicuro by the end of December.
c. Library Expansion- Water conservation: After reviewing the One Water conservation document, Board President Dell Hood stated the following, “Resolved, the Board of Trustees is committed to the concept of a sustainable water conservation system.” The Board agreed by unanimous consent. Further research regarding the feasibility of funding, design, etc. will be investigated.
d. Certificates of Obligation: Duane Westerman, from SAMCO Capital, presented the proposed financing structure for the library through Hays County.
7. December agenda items: Swearing in of elected Trustees, Final 2020 Budget, Expansion Financing, Staff bonus awards
8. Adjournment: President Hood adjourned the meeting at 3:25 p.m.
